Six Years Of Impactful Governance Under Sanwo-Olu’s THEMES + Agenda: A Transformational Journey For Lagos State

The Progressive Youth Initiative (PYI), Team Shanana proudly salutes the visionary leadership and people-centred governance of Governor Babajide Olusola Sanwo-Olu, whose six years in office have reshaped Lagos into a model of inclusive growth, infrastructural renewal, and social advancement through the THEMES+ Agenda.
Governor Sanwo-Olu’s administration has demonstrated that governance is not about promises but about visible, measurable, and people-oriented performance. The progress recorded under his THEMES+ blueprint reflects an unbroken chain of transformation across every sector of the Lagos economy.
1. TRAFFIC & TRANSPORTATION / INFRASTRUCTURE
Lagos today stands taller as an infrastructural powerhouse. Within a single year, 61 roads (approximately 56.52 km) and 5 bridges were completed, while work continues on 147 other strategic roads and bridges.
The iconic Lagos-Badagry Expressway has been expanded into a 10-lane superhighway, complete with BRT corridors and light rail integration, reinforcing Lagos’ identity as a gateway to West Africa.
Other milestone link roads and bridges such as the Abiola-Onijemo Link Road & Bridge (Ifako-Ijaiye), the Ojota–Opebi Link Bridge, and the Omu Creek Bridge in Ibeju-Lekki are easing mobility, unlocking productivity, and connecting communities.
On rail transport, Lagos has entered a new era with the 37-km Red Line (Agbado–Oyingbo), featuring 8 modern stations, and the 13-km Blue Line (Marina–Mile 2), already operational since 2023. These rail systems are cutting travel times drastically and modernizing daily commuting.
The administration also deepened Lagos’ digital backbone with over 2,700 km of new fibre-duct installations and attracted $22 million in foreign investments in digital connectivity. Routine road maintenance and drainage desilting have been institutionalized, with over 1,000 roads rehabilitated across LGAs and LCDAs.
2. HEALTH & ENVIRONMENT
In healthcare delivery, the administration has built and upgraded facilities that bring world-class medical care closer to the people. Notable among them are the new Massey Children’s Hospital, Ojo General Hospital, and a modern Mental Health and Rehabilitation Centre at Ketu-Ejinrin.
The Mother and Child Centres (MCCs) in Eti-Osa, Igando, Badagry, and Epe underscore the government’s commitment to maternal and child health. The 300-bed Isolation Centre and Research Institute at IDH, Yaba stands as a lasting legacy of health preparedness and innovation.
On the environment, through LAWMA and consistent desilting of drainage channels, Lagos continues to tackle flooding and waste management challenges, ensuring a cleaner, greener, and safer metropolis.
3. EDUCATION & TECHNOLOGY
The future of Lagos rests on education and innovation, Governor Sanwo-Olu is investing heavily in both. With over 1,097 school projects completed, 6 new secondary schools built, and thousands of classrooms furnished, the learning environment is being transformed.
The EKO EXCEL programme has revolutionized teaching and learning by empowering 13,000 teachers and impacting over 450,000 pupils. Thousands of new teachers have been recruited to strengthen manpower in public schools.
In tertiary education, the successful upgrade of the Lagos State Polytechnic to the Lagos State University of Science & Technology (LASUSTECH) and the creation of LASUED mark major milestones in advancing academic excellence and technical education.
4. MAKING LAGOS A 21ST-CENTURY ECONOMY
Under Sanwo-Olu’s THEMES+ vision, Lagos has consolidated its role as the economic nerve centre of Nigeria and West Africa.
The Imota Rice Mill, one of Africa’s largest, is powering food sufficiency and creating thousands of jobs. The commissioning of the Lekki Deep Sea Port has opened new frontiers for trade and logistics, while approvals for the Lekki International Airport and Badagry Deep Port will further expand Lagos’ global competitiveness.
In housing, thousands of units have been delivered across the state through multiple housing schemes, providing affordable shelter and stimulating the local economy.
5. SECURITY & GOVERNANCE
Security and governance reforms have remained a top priority. The government has enhanced traffic control, re-engineered major black spots, and completed critical flyovers like the Pen Cinema Bridge to reduce congestion.
Institutional reforms have improved efficiency in revenue collection, digital governance, and inter-agency collaboration. Lagos also continues to invest in security infrastructure, renovating police facilities and expanding surveillance systems to protect lives and property.
6. SOCIAL DEVELOPMENT, AGRICULTURE & CREATIVE ECONOMY
Through initiatives such as the Lagos Agripreneurship Programme and APPEALS Project, the government has boosted agricultural productivity and supported thousands of youths in the poultry, aquaculture, and rice value chains.
In social welfare, the administration has continued to prioritize inclusion, empowerment, and protection of vulnerable citizens by ensuring that no Lagosian is left behind.
The creative and cultural economy is also thriving, with investments in film, fashion, tourism, and entertainment that are positioning Lagos as Africa’s creative capital.
His Excellency, Governor Babajide Sanwo-Olu through his visionary leadership made Lagos State the first African city to host the prestigious E1 Electric Powerboat Race,  the E1 Lagos Grand Prix.
This historic achievement is more than just a sporting event, it is a powerful statement about Lagos’ readiness to embrace the future through innovation, sustainability, and global collaboration. This innovative and successful host has secured Lagos State, a place alongside world-class cities like Monaco, London, and Venice on the E1 calendar, the Governor has once again elevated the state’s profile on the international stage.
Beyond the thrill of competition, this event signals a bold investment in the blue economy, the promotion of clean energy, and the creation of new opportunities for our youth to explore careers in emerging marine and green tech sectors.

Governor Babajide Sanwo-Olu’s six years of stewardship under the THEMES+ Agenda have not only redefined governance in Lagos but have also inspired renewed faith in the possibilities of progressive leadership.
