Members of the Lagos State House of Assembly have adopted the recommendations of the Joint Committee on Economic Planning and Budget; Energy and Mineral Resources on the request to consider Irrevocable Standing Payment Order ISPO to LEDCO Limited and LUG Limited on the replacement of the existing public lighting installation with smart all in one solar street light fittings in Lagos State.
It would be recalled that the House received a letter from the Commissioner for Finance, Mr. Abayomi Oluyomi, on the above and mandated the Joint Committee to critically look into the request and report its findings to the House.
Presenting the report on the floor of the House, the Chairman of the Joint Committee, Hon. Sa’ad Lukman Olumoh, revealed that the Committee swung into action by inviting the commissioners and officials from the pertinent ministries.
Olumoh stated that the Committee observed that there is a need to alternate lighting systems (solar energy) for significant reduction in the smoke emission from diesel powered energy, operation and maintenance cost of street light infrastructure and as well maintain the smart city agenda.
He added that the project will be financed through an alternative financing arrangement by the contractor and completed with the issuance of ISPO by the State.
The Committee recommended that the Lagos State Electricity Board should ensure solar street lights are evenly distributed in all parts of the State and the period of ISPO will be reduced to thirty-six months.
Following the presentation of the report, the House thereafter adopted the recommendations of the Committee as the resolution of the House as amended.
Subsequently, the Speaker, Rt. Hon. (Dr.) Mudashiru Ajayi Obasa directed the Clerk of the House, Barr. Olalekan Onafeko, to forward a clean copy to the bill to the Governor for his assent.
Thereafter, the House adjourned to Tuesday, July 1, 2025.
