Lagos Assembly Urges Sanwo-Olu To Curb Theft Of Manholes And Activities of Scavengers

In order to protect infrastructures and avert accidents on the roads, the Lagos State House of Assembly has urged the Governor, Mr. Babajide Sanwo-Olu to direct the arrest of manhole thieves and activities of scavengers.
The House, in a resolution on Tuesday, called on the Governor to direct the Commissioner for the Environment and Water Resources to enforce the Environmental Management Protection Law, 2017 to ensure appropriate sanctions are applied against scavenging-related violations and unauthorized cart pushing in the State.
Relevant law enforcement agencies  were also mandated to arrest scavengers and anyone caught violating environmental laws, stealing and vandalizing manhole covers and other public infrastructures.
Part of the resolution is to direct the Ministry of the Environment and Water Resources to enforce sections 56(m) and (v) and 63 of the Environmental Management Protection Law, 2017 with respect to regulating collection of waste (scrap metal waste), stop illegal sourcing of recyclable materials and arrest unlicensed scrap dealers within the State.
The resolution was sequel to a motion moved by Hon. (Engr.) Gbolahan Yishawu (Eti-Osa II) and supported by all the Principal Officers and eight other members of the House.
While moving the motion, Hon. Yishawu had argued that “the relentless efforts of the state government in providing critical social-economic infrastructures aimed at fulfilling electoral promises to improve the welfare of the people should not be truncated by criminal elements on the streets.”
He disclosed that “the House is disturbed about their illegal activities,” which he said should be curtailed in order not to bring set back in the states infrastructural development.
The Commissioner for Information and Strategy was directed to create a whistleblower process to source for information that can lead to the arrest of manhole thieves and raise community vigilance to encourage local communities to form neighbourhood groups, and order Community Development Associations (CDAs) to monitor and protect public infrastructures.
The Ministry was also mandated to embark on awareness campaigns to alert the publics about the dangers of manhole theft and encourage reporting of such criminal activities.
All the members spoke in favour of the motion, which later became a Resolution of the House.
