Osun: Audit Firm Urges Implementation of Payroll Verification Report

A Lagos-based forensic audit firm, Sally Tibbot Consulting Limited, has called on the Osun State Government to implement the recommendations contained in its payroll verification and audit report.
The call was made on Friday at a media briefing held at the Nigerian Union of Journalists (NUJ) Press Centre, Ikeja, Lagos.
Speaking on behalf of the firm, its counsel, Mr Jiti Ogunye, said Sally Tibbot Consulting Limited was engaged by the Osun State Government in April 2023 to conduct a statewide payroll verification and validation exercise.
According to him, the assignment covered civil servants, local government staff, teachers, employees of state-owned tertiary institutions and pensioners.
Ogunye said the contract, signed in May 2023, required the firm to carry out physical and biometric verification of workers and pensioners, audit existing payroll records and design an automated payroll administration system for the state.
He explained that the firm submitted its final audit report to the Osun State Government in June 2024 and publicly presented the findings in Osogbo in July 2024.
Presenting figures from the report, Ogunye said the state’s payroll for January 2023 reflected a monthly expenditure of N4.48 billion for 37,456 workers and 17,918 pensioners.
He said the audit exercise adjusted the payroll figure to about N3.34 billion monthly for 29,004 workers, while the number of pensioners remained unchanged.
According to him, the verification exercise identified a number of workers and pensioners whose status could not be confirmed at the time of the audit.
He said that out of the workers listed as unverified during the exercise, the state government later confirmed many as active staff, while a smaller number could not be reached during the verification period.
Ogunye added that similar outcomes were recorded among pensioners, with some individuals confirmed subsequently and others remaining unreachable.
He said explanations provided for those not verified included absence due to illness or official leave at the time of the exercise.
The counsel said the audit exercise lasted 12 months, including six months of physical verification across the state, adding that the firm incurred significant logistics, personnel and operational costs in executing the assignment.
He said the firm was seeking the implementation of the audit recommendations as well as settlement of professional fees in line with the contractual agreement.
Ogunye also called on relevant anti-corruption agencies, including the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC), to independently review the audit process and findings.
He said such reviews would promote transparency and accountability in public payroll management.
As of the time of filing this report, the Osun State Government had not issued an official response to the briefing.
