Aviation Minister, Head of Service Unveil Enterprise Content Management System

The Minister of Aviation and Aerospace Development, Festus Keyamo, SAN, CON, alongside the Head of the Civil Service of the Federation (HCSF), Mrs. Didi Esther Walson-Jack, on Thursday officially unveiled the Enterprise Content Management System (ECMS) to enable the Ministry’s integration from manual paper-work to digital operations system.

The deployment of the ECMS system will ensure that aviation and aerospace policies, certifications, programmes, and oversight functions are supported by reliable records and timely access to accurate information, without unnecessary delays.

These were contained in a statement signed by Special Adviser On Media and Communications to the Minister of Aviation and Aerospace Development, Tunde Moshood dated Thursday December 18, 2025.

 

Speaking at the launch, Mrs. Walson-Jack described the unveiling of the ECMS as far more than the introduction of a digital platform, stressing that it represents a decisive step towards safety, accountability, institutional memory, and service excellence within the aviation and aerospace sector.

“It is a pleasure to be here today at the Federal Ministry of Aviation and Aerospace Development for the official launch of the Enterprise Content Management System,” she said. “Any day we gather to reduce paper, speed up work, and locate files without embarking on a search-and-rescue mission is a good day indeed.”

Mrs. Walson-Jack noted that the Ministry occupies a strategic position in Nigeria’s national development architecture, enabling connectivity, trade, tourism, security, and technological advancement. She emphasised that the launch was a deliberate statement of intent by a ministry whose mandate spans aviation regulation, airport development, air transport services, meteorology, and the expanding aerospace ecosystem.

“In a sector where safety, accuracy, and timeliness are non-negotiable, reliance on paper files that occasionally develop wings of their own is no longer sustainable,” she stated.

Commending the leadership and staff of the Ministry, the Head of Service applauded their foresight and willingness to embrace change, describing the decision to go digital as essential, particularly in a technically intensive ministry where documentation underpins safety standards and international obligations.

“With today’s launch, I am pleased to formally welcome the Federal Ministry of Aviation and Aerospace Development into the growing community of ECMS users across the Federal Civil Service,” she said. “You are joining a movement that is discovering—sometimes as a pleasant surprise—that digital files do not hide in cupboards, disappear into drawers, or wait patiently for someone to remember where they were kept.”

Mrs. Walson-Jack explained that the deployment of the ECMS on the 1Gov Cloud platform represents a fundamental shift in how public service business is conducted. She noted that the system would provide secure digital records, automated workflows, electronic approvals, interoperability, and real-time collaboration across the Ministry.

“The most important feature of this system is that decisions will now be driven by timely access to information, rather than the physical location of files,” she added.

She further stated that the milestone places the Ministry firmly on track to meet the Federal Government’s directive for the full digitalisation of work processes by 31 December 2025, declaring that the era of paper-based processing must give way to disciplined digital practice. Consequently, she directed that all official correspondence should henceforth be routed through the approved digital platform.

In his remarks, the Minister of Aviation and Aerospace Development, Festus Keyamo, SAN, CON, described the ECMS as uniquely suited to the aviation sector, given the Ministry’s vast and decentralised operational structure.

“It appears that this system, the 1Gov ECMS, is designed for aviation,” he said. “Aviation is one ministry that operates across a whole network of airports nationwide. Everywhere there is an airport, you have a full representation of the Ministry through agencies such as FAAN, NCAA, and others, all working to ensure safety and security.”

The Minister explained that prior to the deployment of the system, an enormous volume of paperwork moved back and forth across airports, agencies, and headquarters in Abuja and Lagos, often creating delays and bottlenecks.

“We are now fully digital and automation-driven,” Keyamo stated. “This eliminates manual bottlenecks, shortens approval cycles, and strengthens service delivery across all units of the Ministry.”

He added that beyond improving efficiency within the aviation sector, the unified digital platform also guarantees national sovereignty over Nigeria’s digital infrastructure, describing the development as a significant gain for the country as a whole.

The unveiling of the ECMS marks a major milestone in the Ministry’s digital transformation journey, reinforcing the Federal Government’s commitment to a modern, efficient, and accountable public service.
